By postal code range, Marche-en-Famenne falls within the jurisdiction of the T.R. Procedures Available via e-Devlet
Without visiting the Consulate General, some procedures can also be completed via e-Devlet (the Turkish e-government portal):

Birth Notification and Civil Registration
A notification must be made to the Consulate General within 60 days of the birth.
Documents required
- Passport/ID documents of the mother and father
- Marriage booklet (and Blue Card, if applicable)
- Residence document
- The child’s Belgian-issued birth certificate (acte de naissance / geboorteakte)
How to apply
- For children born within a marriage, the application can also be made by post; for children born outside a marriage, an in-person application by appointment is required.
- The appointment is booked via konsolosluk.gov.tr.
- The application is made with the required documents; civil registration and, if needed, T.R. Identity Card procedures are carried out together.

Marriage Notification
A marriage performed before a Belgian municipality (a foreign official authority) must be notified to the Turkish Consulate General.
Documents required
- The original full copy of the marriage record obtained from the municipality (copie intégrale de l’acte de mariage)
- Original birth certificates of both spouses (no older than 3 months)
- Identity/civil registry documents of both spouses and copies
- A single-doctor health report confirming there is no impediment to marriage
- A court decision, if the wife has been previously divorced
How to apply
- The application can be made in person (by appointment) or by post.
- The completed documents are submitted to the Consulate General.
- At the end of the process a Family Booklet is issued; an International Marriage Record Extract (Form B) can be obtained on request.

The Diyanet Foundation of Belgium Funeral Fund
The Diyanet Foundation of Belgium’s Funeral, Mutual Aid and Solidarity Fund, to which our mosque is affiliated (since 1982), covers its members’ preparation costs in Belgium, transfer to Turkey, and the return airfare of two accompanying persons; if burial in Belgium is preferred, it provides assistance of up to €3,000.

- Important: if another funeral company is used without the fund’s approval, no assistance whatsoever will be provided.
- Membership: open to Turkish citizens with at least 1 year of permanent residence in Belgium; spouses and children under 18 are covered; membership takes effect 60 days after payment (no waiting period applies in case of an accident). - Documents required: Belgian residence card, passport, original identity document, doctor’s death report.
Burial in Belgium: the multi-faith cemetery in Aye, Marche-en-Famenne (Rue de Tavys, 6900 Aye) has a Muslim section; the municipal population department can be reached at +32 84 32 70 10. Alternatives: Namur (Chaussée de Waterloo 438), Liège, Charleroi. For transfer abroad, the mandatory laissez-passer mortuaire document is issued by Saniport (SPF Santé publique); the application is usually made by the funeral company. Death and Transfer to Turkey
In the event of the death of a Turkish citizen in Belgium, the process is carried out in two stages: first the local death certificate is obtained on the Belgian side (municipality / état civil), and then the Funeral Transfer Certificate is issued by applying to the Consulate General with these documents.
Documents required
- The deceased’s identity document and passport
- Marriage booklet (if applicable)
- The death report / death certificate obtained from the Belgian municipality
How to apply
- The death is first notified to the relevant Belgian municipality (see the Marche-en-Famenne municipality below) and a local death certificate is obtained.
- Death registration can also be carried out at the Consulate General by post.
- If transfer of the deceased to Turkey is requested, a funeral transfer company applies to the Consulate General in person, by appointment, with the original required documents; the Consulate General issues the Funeral Transfer Certificate.
- An International Death Record Extract (Form C) and an estate (inheritance) application can also be made by appointment within the same process.
- For persons who have been stripped of citizenship or who have transitioned from asylum-seeker status, permission from the Ministry of the Interior may be required; in such cases the process may take longer.

Our mosque’s role: all washing, shrouding, transfer and burial procedures for the deceased are carried out by the Diyanet Foundation of Belgium Funeral Fund; in the event of a death, the fund is contacted first. Our mosque leads the funeral prayer and announces the death to the congregation; if the funeral prayer is to be held at our mosque, you can reach our imam.
Power of Attorney and Notarial Procedures
Procedures such as power of attorney, revocation of power of attorney, consent letters, undertakings and contracts, as well as the certification of foreign authority documents and sworn translations, are carried out under the Consulate General’s notarial authority.

- Original identity document/passport
- The T.R. identity number of the person being granted power of attorney
- For those unable to read or write, 2 witnesses from outside the family

Passport and Identity
Applications for an ordinary passport, a special/service/temporary passport, a new passport following loss, and a T.R. Identity Card (TCKK) are made at the Consulate General by appointment.

- A T.R. Identity Card application can be made together with a birth notification, or as a separate appointment.
- The application is made in person on the appointment date.

Military Service (Paid Exemption)
To benefit from the paid military-service exemption, one must have worked abroad, as an employee or employer, for at least 3 years (1,095 days) under a residence/work permit (time spent in Turkey is not counted towards this).
Documents required
- Residence permit and front/back copies of your identity document
- 2 passport-style photos
- Employment document/payslips and at least 36 months of social-insurance service records
How to apply
- Mandatory distance-learning training must be completed before applying: dovizle.msb.gov.tr (registration with T.R. identity number and e-mail).
- The appointment is booked via konsolosluk.gov.tr.
- Unlike other procedures, the paid-exemption fee is paid in cash, in foreign currency, on the day of the appointment.

Citizenship and the Blue Card
Procedures for acquiring Turkish citizenship, registering multiple citizenship, renouncing citizenship, and the Blue Card are handled under this category. The Blue Card is issued to those who were Turkish citizens by birth and who have renounced citizenship with permission under Article 28 of Law No. 5901.

- Original and copy of the foreign citizenship document (certificate/passport)
- Original and copy of the certificate of renunciation of citizenship

Events occurring in Belgium such as births, marriages and deaths are first notified to the Marche-en-Famenne Municipality (Commune) civil registry department (état civil); notification to the Turkish Consulate General is made after, or in parallel with, this local procedure.

Death notification (décès)
Every death within the municipal boundaries must be notified to the état civil within 24 hours of being known. Documents required: the doctor’s death report (model IIIC) and the deceased’s identity documents (identity card, marriage booklet, driving licence, passport, etc.).
